If your city plans to request bonding funds for a capital project, now is the time to start preparing. The first formal step in requesting bonding funds is submitting your project through the Minnesota Management and Budget (MMB) Capital Budget System mid-June. To do so, the responsible person(s) in your city should register as a user with the system by the end of March. You can find the form for Local User Authorization at mn.gov/mmb-stat/documents/budget/budget-systems/cbs/cbs-local-gov-user-authorization-form.pdf and you should email it to Budget.Finance.mmb@state.mn.us.
MMB will host a training on the capital investment process later this spring for local governments and political subdivisions. If you have questions in the meantime, please reach out to MMB’s capital budget coordinator, Marianne Conboy, at marianne.conboy@state.mn.us.
